REQUEST: NORTH ROSE HILL CHAPTER OF THE KIRKLAND COMPREHENSIVE PLAN AND RELATED ZONING CODE AND MAP AMENDMENTS. The proposed plan amendments will affect future housing, commercial, and park development; identify street, bicycle, and pedestrian connections; identify environmental protection strategies; provide urban design policies, and direct funding for needed capital improvements in the North Rose Hill Neighborhood. North Rose Hill business district - Amendments to the Kirkland Zoning Code and Zoning Map affecting the North Rose Hill business district in the north end of the neighborhood, include renaming the existing commercial zones to North Rose Hill Business District (NRHBD) Zones and targeting increased housing capacity there. NRH 1A will incorporate the existing BC, FC-1 and BN zones located south of NE 116th Street and west of 124th Avenue NE and encourage regional retail commercial and housing development. NRH 1B will incorporate the existing BN zone south of NE 116th Street and east of 124th Avenue NE and encourage mixed use neighborhood retail commercial and housing development. NRH 2 will incorporate the existing PO zone on the west side of Slater Avenue NE, south of NE 115th Place and encourage mixed use office/housing development. NRH 3 will incorporate the existing PO zone located between Slater Avenue NE and 124th Avenue NE, south of NE 115th Place and the existing PO(2) zone on the east side of 124th Avenue NE and encourage office/housing development. NRH 4 will incorporate the existing BC zone on the north east corner of Slater Avenue and 124th Avenue NE and encourage general commercial and housing development and the cessation of wholesale and manufacturing uses if certain conditions are triggered. NRH 5 will incorporate 11680 and 11866 Slater Avenue and continue to encourage office/multifamily development but limit the types of retail use allowed. NRH 6 will incorporate 11828 Slater Avenue and encourage housing with office allowed on the ground floor. The proposed amendments include changes to development standards for these parcels. Changes include changing the types of land uses allowed and substitution of design review for zoning permit review in all zones, reduced building setbacks to 10 feet in NRH 1A, 1B, 5 and 6 zones, height increases from 2 to 5 stories, if the top 4 are developed with residential uses in NRH 1A and 1B zones; height increases in NRH 2 from 30 feet above average building elevation (ABE) to 30 feet above the elevation of Slater Avenue if housing uses are included; height increases in NRH 4 from 30 to 35 feet above ABE if one floor is developed with housing; and the elimination of density limits in NRH 2 and 3 zones. The following rezones are proposed in the North Rose Hill Business Dsitrict: 1. Rezone of 12207 - 12235 NE 116th Street from BN to NRH 1A 2. Rezone of 12340 NE 115th Place and 11261 and 12223 NE 116th Street from FC I to NRH 1A 3. Rezone of 11415 Slater Avenue NE from BC to NRH 1A 4. Rezone of 11502 - 11520 124th Avenue NE and 12409 NE 116th Street from BN to NRH 1B 5. Rezone of 11007 - 11241 Slater Avenue NE from PO to NRH 2 6. Rezone of 11246 - 11428 124th Avenue NE and 11416 Slater Avenue NE from PO and PO(2) to NRH 3 7. Rezone of 11626 - 11630 Slater Avenue from BC to NRH 4 8. Rezone of 11680 and 11866 Slater Avenue from PR 1.8 to NRH 5 9. Rezone of 11828 Slater Avenue from RM 1.8 to NRH 6 Other areas in the North Rose Hill Neighborhood - Amendments to the Kirkland Zoning Code and Zoning Map affecting the rest of the neighborhood include changes to development standards for RM and PLA 17A zones. Changes to the RM zone include greater landscape buffer requirements between medium and low density zones and low density uses in PLA 17 A for properties south of approximately NE 97th Street (landscape category A rather than D), and reduced front yard setbacks to 10 feet for properties north of NE 116th Street. Changes to the PLA 17 A zone includes providing regulations for development in Forbes Lake, elimination of view corridor requirement to Forbes Lake, revised pedestrian path route from Slater to 90th Street, elimination of noise and visual impact reduction techniques adjoining the freeway. Proposed Zoning Map changes include a rezone of a portion of the Ridgewood Village Condos at 12504 - 12528 117th Place from PR 1.8 to RM 1.8 to match the rest of the subject property; a rezone of 9435 - 9701 Slater Avenue NE from PLA 17 A to RM 3.6 in recognition of the lack of environmental constraints located on the west side of Slater; and a rezone at 9715 Slater Avenue NE from RSX 7.2 to RM 3.6 to facilitate coordinated development of common ownership. The proposal is in accordance with Zoning Code Chapters 135 and 160. Amendments would also affect Zoning Code Chapters 60 Planned Area (PLA 17A); 20 - Multifamily Residential, 92, Design Guidelines; 142, Design Review; and 162 Non Conformance The proposal affects property in the North Rose Hill neighborhood in Kirkland.
